Outrage

The narrative kicks off with Sekiuchi, the head of the formidable Sannokai crime organization that dominates the Kanto area, as he delivers a serious warning to his deputy Kato and trusted ally Ikemoto, leader of the Ikemoto-gumi. Kato then instructs Ikemoto to rein in the independent Murase-gumi gang, which Ikemoto quickly delegates to his subordinate, Otomo, who oversees his own crew. It’s a classic scenario where the undesirable tasks inevitably fall to Otomo. Outrage (2010) is available for streaming here.
